Community Mobilisation

 

         Community Participation and Environment building is a core intervention to achieve the goal of universalisation of elementary education. The objective of the programme is too aware and empower the community for universal enrolment, retention and quality education. To make community powerful and ensuring community participation in primary/elementary education JEPC has constituted village education committee at every school.   To change the ideology of community and empower the Village Education Committee too many activities are taken; so that VEC should be developed and function as a manager.

Intervention to strengthen the VEC:

1.     Module Development -   A training module named Samvardhan III has developed by state for 3 days community training. After completion of module a trail was made infront of 15 VEC presidents. The content of module are -

·        Different activities under SSA

·        Role and Responsibility of VEC

·        Monthly/Gram Sabha Meeting of VEC.

·        Grant and their utility

·        RTE

2.      Training of Trainers – 48 District Master trainers were trained at State Level.  After getting training state they were trained district trainers at district level.  These trainer were trained VEC/Community at cluster.

3.     Community Training – In financial year 2010-11 3days Residential Training programme conducted at block level and Non - Residential Training Programme was conducted at cluster level. Achievement of the training programme was as follows-

4.     Formation of SMC   - As per RTE Human Resource Department, Jharkhand issued a memo regarding the establishment of School Management Committee, their term, Formation process, Role of SMC and information regarding School Development Plan.  According to that memo all school had established SMC in each school.

In Jharkhand a School Development committee comprises the 16 members.

Those are –

-   12 parent of those children who are studding in the school.

-   2 teachers - one is Headmaster and one is Assistant teacher from that school.

-   One Member of Bal Sansad

-   One member from Local Authority

5.     Orientation Programme for SMC – An Orientation Programme based on RTE organised for SMC in each District headquarter. The main objective of the orientation pragramme was   to make awareness of community for Right to Education Act, 2009   and make awareness for Work and Responsibility of SMC.

 

6.     Hording – Hording related to Work & Responsibility of SMC installed in each district head quarters and block to make aware the community.
